The rapid emergence of micro-credentials presents both an opportunity and a challenge for higher education systems in Latin America and the Caribbean. The region has one of the highest enrollment rates in the world, yet significant disparities persist in access, completion and equity. These challenges are compounded by changing labor market demands and a growing need for upskilling and reskilling.
By offering shorter, more flexible and skills-oriented learning pathways, micro-credentials have the potential to expand lifelong learning opportunities and enable individuals to acquire relevant competencies for responding to education and labour market needs. However, their rapid proliferation, combined with uneven or absent quality assurance and regulatory frameworks, raises concerns about market fragmentation, transparency and their long-term value and recognition of micro-credentials for learners, institutions and employers.
Developed by UNESCO IESALC, the course Micro-credentials in Latin America and the Caribbean: Design and Quality provides a comprehensive overview of the micro-credential ecosystem in the region and beyond, together with practical tools for the design, implementation and quality assurance of micro-credentials.
The course is grounded in the UNESCO IESALC Reference Framework on Micro-Credentials in Latin America and the Caribbean, developed through a comprehensive regional consultation process. Across four modules, participants will become familiar with key conceptual and normative frameworks, identify the main actors involved, and learn how to apply the principles of the UNESCO IESALC Reference Framework to develop quality micro-credential offerings.
The course combines a variety of learning resources – including videos, reading materials, infographics and assessment activities – with an optional synchronous session designed to facilitate the exchange of experiences and provide additional guidance to participants.
Participants will have the opportunity develop a micro-credential proposal for a higher education institution. The proposal will integrate the micro-credential’s academic design, an implementation and management plan and a quality assurance model, bringing together the concepts, principles and practical tools introduced throughout the course.

Intended for professionals, authorities, and institutions of higher education; regulatory agencies; public policy makers; and regional organizations that promote lifelong learning in Latin America and the Caribbean.
No specific prior knowledge is required to complete this program. To get the most out of it, we recommend having basic knowledge of digital tools and an internet connection.
Upon completion of the program, you will receive a Certificate of Participation issued by UNESCO IESALC and a digital credential certifying that you have completed the training program.

He holds a PhD in Forestry Engineering from the Universidad Politécnica de Madrid, earning International Doctorate distinction and the Extraordinary Doctoral Award for his thesis on Carbon Footprint. He has notable expertise in Life Cycle Assessment and Multi-Regional Input-Output Analysis. He currently serves as a Tenured Professor at the Surveying and Geomatics Laboratory of the Escuela Técnica Superior de Ingenieros de Caminos, Canales y Puertos de Madrid, and as President of the Climate Action Observatory.
Él es Director de la División de Políticas y Sistemas de Aprendizaje a lo Largo de Toda la Vida y Director Interino del Instituto Internacional de la UNESCO para la Educación Superior en América Latina y el Caribe (IESALC). Su trabajo se centra en las políticas educativas, el desarrollo de competencias y el aprendizaje a lo largo de toda la vida, en el marco de la Agenda 2030. Lidera la Coalición Mundial para la Educación de la UNESCO y contribuye a orientar la agenda mundial de competencias ante las transiciones digital y ecológica. Anteriormente trabajó con la Fundación Europea de Formación, la Unión Europea y el Banco Mundial. Ingeniero de formación, posee un doctorado en Ciencias de la Educación por la Universidad de Borgoña, Francia.
He is Director of UNESCO’s Division for Policies and Lifelong Learning Systems and Acting Director of the UNESCO International Institute for Higher Education in Latin America and the Caribbean (IESALC). His work focuses on education policy, skills development and lifelong learning within the framework of the 2030 Agenda. He leads UNESCO’s Global Education Coalition and contributes to shaping the global skills agenda in response to the digital and green transitions. Previously, he worked with the European Training Foundation, the European Union and the World Bank. An engineer by training, he holds a PhD in Education Sciences from the University of Burgundy, France
Es Ingeniero de Telecomunicación por la Universidad Politécnica de Madrid y Doctor en Informática por la Universidad Técnica de Múnich. Es Catedrático de Ingeniería Telemática en la Universidad Carlos III de Madrid, donde dirige el Grupo de Investigación GAST y la Cátedra UNESCO "Educación Digital Escalable para Todos". Con más de 35 años como educador, es pionero en MOOCs, con cursos en edX que han alcanzado cerca de 500,000 estudiantes. Actualmente es Delegado del Rector para Microcredenciales Digitales en la UC3M e impulsa proyectos internacionales sobre el tema, como MOCHILA y MICROCASA. Cuenta con más de 500 contribuciones científicas y recibió el Open Education Award for Excellence (2019).
He holds a degree in Telecommunications Engineering from the Universidad Politécnica de Madrid and a PhD in Computer Science from the Technical University of Munich. He is a Professor of Telematics Engineering at Universidad Carlos III de Madrid, where he leads the GAST Research Group and the UNESCO Chair on "Scalable Digital Education for All." With over 35 years as an educator, he is a MOOC pioneer, with edX courses reaching nearly 500,000 students. He currently serves as the Rector's Delegate for Digital Microcredentials at UC3M and drives international projects on the topic, such as MOCHILA and MICROCASA. He has authored over 500 scientific contributions and received the Open Education Award for Excellence (2019).
Es la Responsable de Análisis de Políticas y Cooperación Internacional del Instituto Internacional de la UNESCO para la Educación Superior en América Latina y el Caribe (UNESCO IESALC). Recientemente, lideró la elaboración del Informe Mundial sobre las Tendencias de la Educación Superior, el primer informe de la UNESCO sobre el estado de la educación superior, y la iniciativa regional de UNESCO IESALC sobre las microcredenciales. Cuenta con una amplia experiencia en el Sistema de las Naciones Unidas, trabajando en temas de educación. En la UNESCO, también se desempeñó como Secretaria de la Convención Mundial sobre el Reconocimiento de las Cualificaciones relativas a la Educación Superior y formó parte en la Oficina del Subdirector General para la Educación, donde contribuyó a la agenda de planificación educativa.
She is the Head of Policy Analysis and International Cooperation at the UNESCO International Institute for Higher Education in Latin America and the Caribbean (UNESCO IESALC). She recently led the development of the Global Report on Higher Education Trends, UNESCO's first report on the state of higher education, as well as UNESCO IESALC's regional initiative on micro-credentials. She has extensive experience within the United Nations System, working on education issues. At UNESCO, she also served as Secretary of the Global Convention on the Recognition of Qualifications concerning Higher Education and was part of the Office of the Assistant Director-General for Education, where she contributed to the education planning agenda.

Fue Director del HEQSF en el Council on Higher Education y Director Ejecutivo de Calidad en la Universidad de Zululand. Doctor en Química Analítica por la Universidad de Pretoria, también se desempeñó como Gerente General de Investigación y Desarrollo en Mintek y coordinó el programa Hydrogen South Africa. He is a seasoned scientist and quality assurance expert with over two decades of experience in the public and private higher education sector. He was Director of the HEQSF Directorate at the Council on Higher Education and Executive Director of Quality Assurance at the University of Zululand. He holds a PhD in Analytical Chemistry from the University of Pretoria and has also served as General Manager of Research & Development at Mintek and coordinated the Hydrogen South Africa programme. He describes himself as a visionary who believes in inclusivity and teamwork.
Es Presidente de la División de Educación Superior en la Qatar Foundation. Entre 2012 y 2020 trabajó en el Banco Mundial como Coordinador Global de Educación Superior y, más tarde, como Especialista Líder de Educación para India y el Sudeste Asiático. Fundó y dirigió entre 1995 y 2012 el Consorcio de Cooperación de la Educación Superior de América del Norte (CONAHEC) desde la Universidad de Arizona. En 1994 fue el primer mexicano seleccionado como Fellow del Consejo Estadounidense de la Educación Superior. Ha sido Vicerrector de la Universidad de las Américas, profesor de la UNAM y consultor de la OCDE, y ha recibido el Doctorado Honoris Causa de la UASLP, la Universidad de Guadalajara y la Universidad Autónoma de Nuevo León.
He is President of the Higher Education Division at Qatar Foundation. From 2012 to 2020 he worked at the World Bank as Global Coordinator for Higher Education and, later, as Lead Education Specialist for India and Southeast Asia. He founded and led the Consortium for North American Higher Education Collaboration (CONAHEC) from 1995 to 2012, based at the University of Arizona. In 1994 he became the first Mexican selected as a Fellow of the American Council on Education. He has served as Vice-Chancellor of Universidad de las Américas, taught at UNAM, and consulted for the OECD, and has received Honorary Doctorates from UASLP, Universidad de Guadalajara, and Universidad Autónoma de Nuevo León.
Es Ingeniero en Computación por la ESPOL y actual Vicerrector de Investigación, Desarrollo e Innovación (I+D+i) de dicha institución, tras más de tres décadas de trayectoria como profesor, Coordinador de Carrera y Decano. Ha sido también Director Ejecutivo de CEDIA y presidente de IEEE Sección Ecuador. Realizó su maestría en Telecomunicaciones en Purdue University y su doctorado en la Universidad de Quebec, donde su tesis fue reconocida con la Medalla de Oro del Gobernador General de Canadá.
He holds a degree in Computer Engineering from ESPOL and currently serves as Vice-Rector for Research, Development and Innovation (R+D+i) at that institution, following more than three decades as a professor, Program Coordinator, and Dean. He has also served as Executive Director of CEDIA and president of IEEE Ecuador Section. He earned his master's in Telecommunications from Purdue University and his Ph.D. from the University of Quebec, where his thesis was awarded the Governor General's Gold Medal of Canada.
Miguel Morales Chan es Doctor en Ingeniería de la Información y del Conocimiento por la Universidad de Alcalá y Máster en Producción y Gestión de Proyectos e-Learning por la Universidad Carlos III de Madrid. Actualmente dirige el Área de Educación Digital y coordina los MOOCs de Universidad Galileo, además de fundar y coordinar GESIA-LAB, laboratorio pionero en soluciones de inteligencia artificial generativa aplicadas a la educación. Su propósito es empoderar a instituciones y líderes educativos para navegar el cambio en la era de la inteligencia artificial.
He holds a PhD in Information and Knowledge Engineering from the University of Alcalá and a Master's in e-Learning Project Management from Universidad Carlos III de Madrid. He currently directs the Digital Education Area and coordinates MOOCs at Universidad Galileo, and founded and leads GESIA-LAB, a pioneering lab developing generative AI solutions for education. His purpose is to empower institutions and education leaders to navigate change in the age of artificial intelligence.
Es Directora de Educación Continua de la Universidad del País Vasco (EHU) y docente e investigadora en el ámbito del Trabajo Social. Es licenciada en Sociología y Ciencia Política, diplomada en Trabajo Social y máster en Trabajo Social con Familias. Ha desarrollado una amplia trayectoria en gestión universitaria y formación, y fue directora de la Escuela Universitaria de Trabajo Social entre 2007 y 2017. Su experiencia académica se centra en la formación y el desarrollo profesional, la metodología, el diagnóstico social y la supervisión, combinando la docencia y la investigación con responsabilidades de gestión vinculadas actualmente al impulso de la educación continua en la Universidad.
She is Director of Continuing Education at the University of the Basque Country (EHU) and a lecturer and researcher in Social Work. She holds degrees in Sociology and Political Science and Social Work, as well as a Master’s degree in Social Work with Families. She has extensive experience in university management and education and served as Director of the University School of Social Work from 2007 to 2017. Her academic experience focuses on education and professional development, methodology, social diagnosis and supervision, combining teaching and research with management responsibilities currently linked to the development of continuing education at the University.
Es Jefa del Departamento de Cooperación Internacional y Desarrollo de Políticas de CIMEA, el Centro Italiano de Información sobre Movilidad y Equivalencias Académicas. Cuenta con amplia experiencia en cooperación internacional y políticas de educación superior, con especial atención al reconocimiento de cualificaciones, la movilidad académica y el aseguramiento de la calidad. Coordina iniciativas y proyectos internacionales de CIMEA y contribuye al desarrollo de políticas y prácticas para fortalecer el reconocimiento académico y la cooperación entre sistemas de educación superior. Actualmente es también Relatora del Bureau del Comité de la Convención de Lisboa sobre Reconocimiento.
She is Head of the International Cooperation and Policy Development Department at CIMEA, the Italian Information Centre on Academic Mobility and Equivalence. She has extensive experience in international cooperation and higher education policy, with a particular focus on qualifications recognition, academic mobility and quality assurance. She coordinates CIMEA’s international initiatives and projects and contributes to the development of policies and practices aimed at strengthening academic recognition and cooperation across higher education systems. She also currently serves as Rapporteur of the Bureau of the Lisbon Recognition Convention Committee.

Lidera investigaciones orientadas a la formulación de políticas y coordina iniciativas interregionales centradas en el desarrollo de competencias. Su experiencia abarca el futuro del trabajo, el desarrollo de la fuerza laboral, los mercados laborales y el crecimiento económico, con especial atención a la adecuación de los sistemas educativos a las necesidades cambiantes del mercado laboral. Cuenta con una amplia trayectoria internacional en el diseño, implementación y evaluación de programas de desarrollo de competencias y formación técnica y profesional.
Sheis a Programme Specialist in UNESCO’s Section for Youth, Literacy and Skills Development in Paris. She leads policy-relevant research and oversees cross-regional initiatives focused on skills development. Her expertise spans the future of work, workforce development, labour markets and economic growth, with particular emphasis on aligning education and training systems with evolving labour market needs. She has extensive international experience in the design, implementation and evaluation of skills development and technical and vocational education and training programmes.
Es Subsecretario de Educación Media Superior y Superior de la Secretaría de Educación de Guanajuato (SEG). Desde el 1 de octubre de 2020, funge también como Secretario Ejecutivo de la Comisión Estatal para la Planeación de la Educación Superior (COEPES Guanajuato), cargo que desempeña en virtud de sus responsabilidades gubernamentales al frente de la educación media superior y superior en el estado.
He is Undersecretary of Upper-Middle and Higher Education at Guanajuato's Secretariat of Education (SEG), Mexico. Since October 1, 2020, he has also served as Executive Secretary of the State Commission for Higher Education Planning (COEPES Guanajuato), a role tied to his government responsibilities overseeing upper-middle and higher education in the state.

He brings 10 years of experience in educational innovation and entrepreneurship, and was the recipient of the '18 Inspiring Professor award. He is an expert in MOOCs, boot camps, micro-credentials, and digital badges. He currently heads Services and Consulting at the Institute for the Future of Education and leads Alternative Credentials at Tecnológico de Monterrey, driving EdTech solutions built on digital credentials. He holds a degree in Industrial and Systems Engineering and a master's in Innovation for Business Development, both from Tecnológico de Monterrey.

Muhamad Saiful Bahri Yusoff is Professor of Medical Education at Universiti Putra Malaysia (UPM), Faculty of Medicine and Health Sciences. He holds an MD along with an MSc and PhD in Medical Education from Universiti Sains Malaysia, where he previously directed the Center for the Development of Academic Excellence (CDAE). He has been recognized among the world's "Top 2% Researchers" by Stanford University (2022 and 2023), with over 500 publications and more than 10,600 citations, and serves as Associate Editor of the Education in Medicine Journal. His research focuses on wellbeing, assessment, validity, and quality assurance in medical education.
Es es Arquitecta de Política Educativa y defensora del aprendizaje a lo largo de la vida, formada en Relaciones Internacionales, Ciencia Política y Liderazgo Educativo. Es Directora de la División de Relaciones Internacionales y Cualificaciones en J-TEC, donde lidera la implementación del Marco Nacional de Cualificaciones de Jamaica, y preside el Grupo Técnico de Trabajo sobre Microcredenciales de CARICOM, coautora del Marco de Microcredenciales de CARICOM (2026). Lideró el desarrollo del Manual Regional de Reconocimiento de Cualificaciones bajo la red CINALC de UNESCO IESALC, presentado ante el Comité de la Convención de Buenos Aires en 2025. Actualmente coordina la contribución de Jamaica al proyecto de Economía Azul de UNESCO IESALC y UNOSSC.
She is an Education Policy Architect and lifelong learning advocate trained in International Relations, Political Science and Educational Leadership. She is Director of the International Relations and Qualifications Division at J-TEC, leading Jamaica's implementation of the National Qualifications Framework, and chairs the CARICOM Micro-credentials Technical Working Group, co-authoring the CARICOM Micro-Credential Framework (2026). She led the development of the Regional Qualifications Recognition Manual under UNESCO IESALC's CINALC network, presented to the Buenos Aires Convention Committee in 2025. She currently coordinates Jamaica's contribution to the UNESCO IESALC–UNOSSC Blue Economy project.

His work focuses on translating policy into practical regulatory solutions, strengthening quality assurance systems, and building collaborative relationships with agencies, providers and international partners. He is passionate about designing evidence-informed systems that build trust and deliver lasting public value.

Cuenta con una amplia trayectoria en UNESCO, incluyendo experiencia en la región de Asia y el Pacífico, donde trabajó en educación superior y desarrollo de competencias. He has extensive experience with UNESCO, including work in the Asia-Pacific region on higher education and skills development. He has contributed to initiatives and publications on education policy, qualifications frameworks and the transformation of higher education, and currently supports UNESCO’s work to strengthen international cooperation and the implementation of higher education qualifications recognition conventions.

She holds a Bachelor's degree in Modern Languages, specializing in Spanish and English.
